Why corruptions still exist?

Since the reformation, there is many changes in our country, which is the freedom of expression and assembly. With freedom of speech, the people can easily express, complaining that he felt grievances to the government.

Regulations are changed and made a new one as the embodiment of reform in the spirit of democracy, openness and transparency that initiated amendment to the Constitution, as well as create rules derivatives. People's access to conduct oversight of government was opened, so is the spirit of reform that does not happen where the openness of the government against its people hard to come by in the previous era. And the openness of the practice of Corruption, Collusion and Nepotism will vanish from existence.

  4. UU No. 30 Tahun 2002 tentang Komisi Pemberantasan Tindak Pidana Korupsi
  5. Instruksi Presiden Nomor 5 Tahun 2004 tentang Percepatan Pemberantasan Korupsi.
  6. Peraturan Menteri Pendayagunaan Aparatur Negara Nomor PER/03/M.PAN/02/2006 tentang Kebijakan Pengawasan Nasional bagi Aparat Pengawasan Internal Pemerintah (APIP)
  7. UU No. 15 Tahun 2006 tentang BPK
  8. UU No. 14 Tahun 2008 tentang Kebebasan Memperoleh Informasi Publik (KMIP)
  9. UU No. 37 Tahun 2008 Tentang Ombudsman Republik Indonesia
  10. UU No. 25 Tahun 2009 tentang Pelayanan Publik.
  11. PermenPAN No. 13 Tahun 2009 tentang Pedoman Peningkatan Kualitas Pelayanan Publik dengan Partisipasi Masyarakat.
  12. Dengan peraturan diatas ada lembaga BPK, KPK, dan Komisi Ombudsman serta pengawasan masyarakat.

Many of the practices of corruption revealed, either by the BPK or KPK, the Ombudsman itself is an institution that holds public complaints over public servants from the government. Community supervision was already exist.

But there remains one question that made me not convenient, still clouded in my head.
Why is corruption in Indonesia do not show symptoms are reduced even when the institutional structure and supervision has been strengthened?
